Starting a home care agency in Washington State is more than just a business venture; it's a commitment to providing essential care for some of our community's most vulnerable individuals. If you're passionate about serving clients through the Developmental Disability & Community Service (DDCS) department, you're embarking on a rewarding but complex journey.

Navigating the layers of business registration, state licensing, and DSHS contracting can feel overwhelming. This official 2025 checklist breaks down the process into clear, manageable phases to guide you from concept to your first client.

Phase 1: Building Your Business Foundation

Before you can think about clients or caregivers, you must establish a legal and operational business structure. This foundation ensures you are compliant, protected, and professional from day one.

  • Write a Comprehensive Business Plan: This is your strategic roadmap. It should outline your mission, services, ideal client profile, financial projections (including startup costs), and your marketing strategy.
  • Register Your Business Entity: Choose a legal structure like an LLC or S-Corp to protect your personal assets. Register your business with the Washington Secretary of State.
  • Obtain Your Federal EIN: Get your Employer Identification Number (EIN) from the IRS. It's essential for taxes, banking, and hiring.
  • Get Your State & City Business Licenses: You will need a Washington State Business License and a Business Master License from your specific city.
  • Secure DSHS-Compliant Liability Insurance: You will need to provide a Certificate of Insurance to DSHS with specific minimums for Commercial General, Professional, and Business Auto policies.

Phase 2: Washington State Home Care Licensing

This is the most intensive phase, managed by the Washington State Department of Health (DOH). You cannot legally operate without this license.

  • Complete the In-Home Services Orientation Class: This is a mandatory first step required by the DOH before they will process your application.
  • Prepare Key Personnel Documents: The on-site administrator and any director of clinical services must complete official disclosure statements and pass a criminal history background check.
  • Pass the Initial Survey: Once your application is accepted, the DOH will schedule an on-site survey to ensure your policies and procedures comply with state regulations (WACs).

Phase 3: Becoming a DDCS-Contracted Provider

With your state license in hand, you can now apply to become an official provider. This phase is about meeting the specific requirements of DSHS and the DDCS.

  • Assemble Your DDCS Provider Packet: The DDCS contracting team will send you a packet of documents that must be filled out perfectly, including the Contractor Intake Form, Medicaid Provider Disclosure, and W-9.
  • Complete Background Checks: All principals must complete the online BCCU background check process.
  • Contract Review & Signature: After passing all checks, you will receive a draft contract to proofread, sign, and return.
